I don't know the answers to your last questions. I suspect that someone does, but it may be proprietary info. There are some problems with over-the-air HDTV signals that may be difficult to solve, such as multipath/ghosting. Like DVD, the road may be longer than it first appears. It promises to be interesting, though!

Clark, HDTV signals are interleaved and have error detection/correction (EDC). They use Reed-Solomon EDC (just like CDs and DVDs) and the data is interleaved diagonally within 1/6 of a picure field.
