You're right.

NSM is running PCOAC vaporware for the sub $500 market.

Vaporware is much cheaper than freon.

I don't know if most people are aware of this, but Microcenter has been carrying sub $500 pc's since 1997. It originally came with a 180 Mhz Media Gx and was recently updated to a 200 w/ more mem + bigger hd ( one day after the News.com article on sub $500 pc's coming to market! ) I know there will be sub $400 by Christmas with at LEAST one (CPQ, NEC ??) major player selling sub $500. These might even be Mxi systems.
The 266 at CC is an MII. It was mislabeled in the ads for about 4 weeks as Media Gx. In my area ( So Cal ), they were going for $999 but I went in there Monday and saw 300MII w/ 64 MB & 6.4 GB replacing it (266 cut to $899) at the $999 price point.
