What I am referencing to are not the type of problems experienced by Eastern. I am thinking back on the years that I spent as an union officer fighting for every benifit that we were entitled to.We had to justify every benifit every contract negotioation. Common ground was in short supply. We never had the "blue flu" or slow downs. We finaly were able to get a state law passed giving us binding obertration. That gave the employees (public sector)the ability to have FAIR & HONEST negotioations.That was over 20 years ago. Equality, standard of living, benifits ect have kept pace with our peers in our chosen professions. City Managers & politicos could not balance their budgets on public employee's backs. Cost controls had to start at the top and work down. In the long run it brought a system of checks and balances that protected tax payers in the long run. In fact I get a charge out of Department Heads JUSTIFING their budgets.
