A recent Supreme Court ruling expanded the scope of the Americans with Disabilities Act to include reproductive disorders. One consequence is that persons with HIV are considered "reproductively disabled" since the disease impairs and/or functionally prohibits them from having children. A literal interpretation of the ruling also expanded the disability concept to include impotence. Thus the Health Care Financing Administration (HCFA), which oversees Medicare, has been charged with setting appropriate standards for government reimbursement of Viagra.

The bad news is that the government must now determine how often a man is entitled to have sex. The good news is that Bill Clinton is running the government :-).
