EBT-Some Benifits of Electronic Benefits Transfer to Recipients and Society: EBT will benefit recipients by providing a more reliable, secure and convenient method of receiving benefits. Electronically distributed benefits are delivered accurately and on time, avoiding the inconsistencies of sending a check or food stamp coupons by mail. Access will be allowed at a variety of outlets, such as ATM machines and both food and non-food retailers with POS equipment. In some cases EBT can be used to pay for utilities or rent - without the need for cash. EBT also removes the stigma and fear that some recipients have about using food stamp coupons or cashing welfare checks. "Past practices did not fully prepare our clients for moving into mainstream society," said Commissioner Thomas. "EBT is an effort to mainstream our clients into common banking practices used by non-public assistance citizens as we transition them off welfare and into the workforce." For retailers, EBT will help to reduce financial liability by eliminating problems with bad checks or counterfeit currency. It eliminates the handling, counting and deposit of food stamp coupons and experience in other states has shown that food sales increase with EBT.
