Rick, I had a hard time reading the text of the Executive Order, even in printout, due to some loss of the right margin. However, it does not appear to be out of the mainstream at all, and seems to be rather moderate in tone. Federal agencies are cautioned not to infringe on intrastate issues, and shouldn't put out regulations not required by law that affect individual states -- unless federal funds are being used for that purpose in the state. This Executive Order replaces one by Reagan, so of course the Washington Times and its readers don't like it. (The Washington Times is heavily subsidized by the conservative Unification Church, i.e., Moon's church, or it would have been out of business long ago.) I didn't see anything in there dealing with fingerprints.

Everywhere in this country states are subject to federal guidelines where federal money is being used: highway construction, University practices, environmental protection, etc. It's the common means for having a country with unified policies in place, or at least not totally inconsistent policies.

I'll stop now before I really get going. Remember, I work for the federal government, so I have a point of view on this. And there's no need for political arguments on this thread.
