Terrence, sales taxes penalize people with lower incomes, because they are forced to spend a larger proportion of their money on necessities than wealthier people are. How about a luxury tax, instead?

How about this, for rewarding the creation of wealth: make it a requirement to show proof of employment before being allowed to vote. This might also tend to correct the current imbalance in our political system.
