MEDIA RELEASE / Sable Offshore Energy Inc Site Work Commences SITE WORK BEGINS FOR NATURAL GAS LIQUIDS PROCESSING FACILITY - SABLE OFFSHORE ENERGY INCORPORATED PORT HAWKESBURY, N.S., July 10 /CNW/ - Sable Offshore Energy Incorporated (SOE Inc) contractors started site clearing work this week in preparation for the natural gas liquids (NGL) processing facility at the Point Tupper Industrial Area located near this Cape Breton community. The new site has been leased from Statia Terminals Canada Inc. J & T Van Zutphen of Port Hood will employ about 40 people over the next four months on the clearing, earthworks and site preparation for the natural gas liquids (NGLs) fractionation plant, propane and butane storage and truck and rail loading facilities on part of the 36 hectare site. The facility is expected to cost about $50 million, excluding pipelines. The Sable Offshore Energy Project Facilities Alliance onshore construction manager, BBA, A Joint Venture, (BMS Offshore, Brown & Root, Agra Monenco) awarded the site work contract. In the next few weeks BBA will award several contracts for the construction of the fractionation plant and associated facilities which have been designed by the Halifax-based group of consultants ACCENT Engineering. BBA Project Manager Steve Corkum expects foundation work to begin in late August with steel and pipe erection beginning in September. Equipment and plant components will probably begin moving on to the site in October. Peak employment at Point Tupper will occur in December when approximately 150 trades people will be involved in the construction activities. Corkum said that mechanical completion of the plant is expected in May 1999 when plant commissioning will begin and continue through to November 1999. The Point Tupper fractionation plant will process an average about 20,000 barrels a day of natural gas liquids which will be delivered to the plant by pipeline from the Goldboro Gas Processing Plant in Guysborough County. While NGL volumes will vary according to field source and production rates, the Point Tupper plant is expected to produce about 10,500 barrels a day of condensate (light oil), 6250 barrels a day of propane, and about 3250 barrels a day of butane.
