Yes, it is correct to say that FNTN can be fully reporting and remain a bulletin board stock. $4 is the required initial minimum bid for small cap listing, along with a market cap of $50M. $5 is the required initial minimum bid for national market listing, along with a market cap of $75M. When FNTN becomes fully reporting, I believe they will have met all the other requirements for small cap listing, which are mainly that they have at least 3 market makers and a float of 1.1 million shares.

I think that the press release was worded that way as you said, that this would be the first step, being a fully reporting bb stock, then the listing would be pursued soon thereafter.
