All this means is that they you can't short it via the web without some prior arrangement. You'll most likely need to call them and execute the short over the phone. This is assuming that they have shares to borrow (I'm on the watch list for OCOM right now, so I don't think they have any).

If you get an inexperienced rep, they may tell you its unmarginable. If you request to get on the watch list, eventually they'll find the shares, but the price may not be attractive at that point. :-(

Here's a snippet of what they told me when I asked the same question:

Although one is able to short a non-marginable
security it is on an exception basis. Due to the fact that it is an
exception basis it can not be placed on the web at will.

I was able to short 500 shares of SACM at 6 3/8 near the open, through E*Trade. I'm not a heavy shorter, but in most cases, E*Trade has filled by trash stock shorts with no problems.
