despite one of cpq's most extensive testing, the final bits seem to have left a few problems for lots of vendors. several of the cpq 'features' appear to have gotten disabled. my understanding is that there has been some heated back-and-forth between cpq's consumer group and msft on this issue.

This has happened before. in the rush to get the production system built, sometimes versions of code containing fixes for cpq options get overwritten by 'generic' versions when someone at msft fixes an unrelated problem. IMHO the win98 team does not have anywhere near the discipline of the NT development team. BTW most of the Win98 team was shifted to NT5 even before the release of Win98 which may have contributed to the problem.
