Actually, since the sleep function worked with win95, I suspect that it's a compaq design error, why would microsoft change the script?

Lessee-- You change to a new OS and it no longer works. Thus the hardware is to blame?

Microsoft's brittle, half-baked adaptations of technology are an improvement over anything they have cooked up themselves but that isn't the problem. The problem is they use their monopoly status to prevent broadly superior solutions from being adopted. They simply refuse to accept standards and when superior technology becomes a commercial success Microsoft buys it, duplicates it and infects it with Microsoft-only extensions. In fact, they're not extensions at all, they are programmatic shackles; nothing more than a ball and chain designed specifically to prevent software from being moved to other operating environments and from being used with competitors products under Windows.
