Well, the author is basically stating his opinion... He isn't really
giving any solid arguments as to why metro WDM would not take off at the pace that long-haul WDM has. All he is saying is that the telecom
industry has been historically slow to adopt new technologies and standards.
My opinion in this matter is that the telcos do realize that they must
now move in "internet time" as opposed to "telco time" (there was a great buisness week cover story on this issue a few months ago).
Basically, my take is that if the public needs the bandwidth, the metro DWDM market will have no choice but to blossom. An all the data available says that data traffic is growing faster than Moore's Law. And remember that currently, 99% of data traffic is people-centric... Imagine how data traffic will take off when device-centric applications will be added onto this growth. There is just no way that CLECs and RBOCs are not prepared to gear up for this... the sonner they do, the more of an advantage they will have over their competition.

I will e-mail you this weekend. I think the article makes sense in the fact that new technology will be slow to take-off but once an established player accepts the technology with a cost savings benefit, the competition will be too fierce to stand by and watch. I think the convergence of phone and cable networks is just beginning and the two-way interface shall be a reality and more and more money shall be spent from year to year. Even if a company chooses to lay more fiber, then thats adding more to the DWDM market, not less. That's the rationale in the article I disagree with. He forgets to focus on the growing internet appliance market (connect all my phones, TVs, HOME control, NET+ARM stuff). The article is more negative to Ciena than osicom. Sounds like CC has made a lot of money with Ciena investment and why he even cares about osicom is beyond my imagination. He must be truly intimidated by the little company.
