The constant presence of warrants with extended expiration and lowered strike prices is not usually great news for existing shareholders. On the one hand it shows lack of concern for diluting existing shareholders. It also shows an expected need for capital to be raised on less than favorable terms to all involved. It is also usually not a good sign for price expectations from those that know the most about the company, the insiders. I also find the timing of the announcement odd. Why not wait for the quarterly results?
