Microsoft introduced a number of hardware-specific changes to win98, including a bunch related to power management (which includes the 'sleep' functionality) under the general topic of 'ACPI'. MSFT waqs driven to some extent by intel's ideas on how this should be done. Intel slipped in a number of things which supported their ideas as opposed to cpq's. Intel and CPQ are having a few disagreements over how that stuff should be done. It would not surprise me if Intel talked MSFT into doing something that breaks a CPQ function, especially if Intel was unsuccessful in getting CPQ to play by the Intel rulebook...
