Well that is a start. As I said, it was my opinion on the sequence of events leading to the letter. I didn't say that is what happened. I have no idea how the letter was originated, only speculation. As for the other information, I figured it would be good DD to work on. Also, there are many different procedures for the selection and approval of vendors. Some are sole source, some are bid, sometimes a selection committee, sometimes an individual. It just depends on the contract type and services. But like I said, this selection process was only my opinion. I'm sure someone can enlighten us as to the proper procedures.

Because the press release specifically said that the Minister of Finance contacted GLOW "...about building a virtual world casino in Dominica. Global Games subsequently sent a formal proposal..." Now, my guess is the Minister wasn't contacting GLOW to find out how the weather was in Minneapolis!

If so it may have been advertised in the commerce business daily for many other vendors to request a bid package and prepare a proposal.

It most likely was not.

If so than it easy to find out.

And...what did you find out?

A letter of acceptance is not issued when a vendor is selected as part of a contract.

You know, for someone who supposedly is a contractor (or is that MMPro - I can ner keep you two guys straight), you know very little about the solicitation, evaluation, and selection process. First of all, there is no one way select a vendor. Some organizations throw a dart at a dartboard, some go purely on recommendations of trusted sources, some send out an RFP, review the subsequent proposal, and, if it satisfies the requirements, they execute a letter of acceptance as a representation of their intent to follow through on a contract.

At the end of the evaluations the contractor is selected and the contract is signed by the source selection authority, and than by the successful bidder.

Your naivete is actually kind of funny. Is there some type of vendor selection world-wide statute that I am not privy to? Who enforces it...the United Nations?

Sounds more like the Dominica Government sent a request to GLOW to prepare a solicited proposal...

Uh....yeah...Dominica Requested a Proposal from GLOW. I'm sure it's just a coincidence that RFP stands for Request for Proposal. :-)

... or the Govt of Dominica received an unsolicited proposal from GLOW, which in either case does not necessarily mean anything.

The government could than use GLOW's proposal as a solicition for bids to provide the goods and services to them. End result competition for the project.

Yep! You're right! Dominica has a good solid 2 « weeks to select a vendor prior to their August 1 going live date. Heck, the vendor doesn't need any more than about fifteen minutes to work out the details of the contract, code and deliver the software, customize it and populate the database!

I in fact did attempt to get the info today so I could contact the appropriate people but was unable to even find addresses or phone numbers.

Here is some good information everyone should read. How many think that when Global Games becomes fully reporting it will make a difference to the market? Better read this before you answer:

I'm really confused (and, BTW, the stock detective is far and away the most reputable source of information in the free world...just ahead of the National Enquirer). You yap all about how important it is to have access to financial information...and then you post links that suggest the financial information isn't worth the toilet paper stuck to the bottom of your shoe. Can't have it both ways my fine feathered friend!

However, some OTC Bulletin Board companies are fully reporting, and their SEC filings can usually be found in the EDGAR database. But just because an OTC Bulletin Board company is fully reporting doesn't mean that it is similar to a Nasdaq company.

You're right! I don't know of a single NASDAQ company that offers such an outstanding upside potential for so little up front cash.
