From a news release available from YAHOO! explaining why ORBCOMNM was pulled (and which tells us for the first time as far as I know that ORBI-built Indostar also has power/battery problems):

The problems "raised concerns about quality control issues at Orbital," says Thomas Watts, vice-president at Merrill Lynch. "A few years ago Orbital had some significant problems in that area, and people had assumed they fixed those."

All the more reason for them to fully disclose the nature and extent of the problems with the 8 sats and whether the ones to be launched have been modified to take care of the situation, and also whether or not the additional plane of sats is partly to offset the power problems.
