Let's set the record straight.

The Mutual Fund Company holding 6M+ shares is Sceptre. This company has submitted form 13F to the SEC for filing and is therefore a public document. If you are not familiar with 13F filings I would suggest you point your browser to

sec.gov

or read the extract below for a definition.

"Form 13F
This is a quarterly report of equity holdings by institutional investment managers having equity assets under management of $100 million or more. Included in this category are certain banks, insurance companies, investment advisers, investment companies, foundations and pension funds.

As for OSC filings, the 6M shares are spread over a number of their funds and that is how they are getting around the OSC regulation/restriction.

Public documents like SEC filings don't get pushed in your face and not all SEC forms are filed electronically so don't bother searching the database on the web. In life, you must pay for quality information.

You will need to pay for their products and services and when you do, you'll eventually discover that this Mutual Fund company has indeed accumulated ANZ.
