Wells are usually only capped when they are completely tapped out. In most cases, they have been abandoned. Capping them is required now before abandonment, but that is a recent law.

The wells I believe are abandoned. Maybe the cap can be a screw on/off variety rather than some permanent type of sealer. Again, what do I know?
