Haim, look at it this way
The U.S. is putting pressure on the IMF to get the money to Russia for a reason. The U.S. knows Russia is caught in a speculation trap. Speculators are trying to get the ruble to devalue. The reason they have the opportunity to do this is that Russia is new to capitalism and has made mistakes on several structural issues like tax payment. The U.S. knows however that if Russia fails, it could not only give communism a boost in Russia, but it could hurt Europe as well. In a way, I think Russia is too large to fail. I would bet that if the need arose, the U.S. would bailout Russia if the IMF wouldn't.
