Don't know much about missles but my guess might be that peacemaker and another russian missle were build/designed to carry nuclear weapons where as others were not. I guess at the time the start treaty was being signed those two(and russian counterpart) were the main missles being used. Just a guess, am I right?

Hi Starman,
I agree with you that it does not seem right that EPEA should be
held up while others are launching, but the one thorn in EPEA's
side, is that the Peacekeeper was very detailed as one of the
rockets[missiles]in the "Start" Treaty between Russia and the US.
The main reason is that the Peacekeeper is one of the most
steerable rockets in the world. Yes I agree the clock is ticking
away, but as of late EPEA would be able to launch at a lower price than anyone else in the World, including China.
