This is a new feature of Windows 98 (and also the Macintosh - circa 1989).

With Windows 98, plus TWO PCI graphics cards and TWO monitors, you can have separate displays with the mouse/cursor tracking between the two.

So, you might want to try upgrading an existing system to Windows 98 plus a second graphics card and second monitor - to see if you like the feature.
