Actually Form 13g is the Short Form of 13d. There have been rule changes, some as recently as late last year making Form 13g available to a larger group of shareholders. But in effect, if you purchase shares totaling over 5% and have no intention to demand a change in management or how the Company is run, 13g is usually available from the buy side. However since one's selling of shares obviously shouldn't effect future operations, the short form 13g should be available for all insider selling.

But in either case above, since Colin Smith et. al, has more than 20% of the Company's stock. He would probably be using a different form altogether. "Form 4" for both purchases and sales.
