Having spent much of the 70's and 80's in the automobile business, I understand exactly what you are saying. During those years the federal government decided to rewrite the laws of physics with their Corporate Average Fuel Economy (CAFE) program. They decided the amount of fuel, and the amount pollutants emitted, for an automobile trip.

Hundreds of millions of dollars were spent making the automobiles lighter, more economical, and emitting fewer pollutants. Trucks were basically given an exemption from the rules. Now the sales of trucks and, truck derivatives, have skyrocketed.

The waste I have seen trying to implement arbitrary government mandates is enormous.

I really hate to see the government get involved in any issue. The idealists that believe government has the correct answers has seldom lived through an implementation.
