The NASDAQ and option markets are definitely rigged against the small guy in terms of executions. That is why 48 firms including the biggies like Merrill Lynch are pleading guilty to SEC charges and going to pay multi-million dollar fines for price manipulation.

ENOTS, there could be many MM's sitting at the bid. If no one preferences the MM displaying your bid (probably HRZG or NITE), your order won't get filled. If you don't want to pay the ask, and you don't have access to L2 to see the situation, then you might want to up your bid by 1/32. It still won't ensure you will get hit, but you'll have a better chance.
