I believe one of the additional freedoms under the US Constitution and that of other countries is the right to PEACEFUL ASSEMBLY. Perhaps this should be taken into consideration when hooligans (either on professional disinformation assignment from commercial interests, or those who have a fixation on their own egocentricities!) enter upon the discussion arena hell bent on disrupting the proceedings with their various lunacies. In a non-virtual situation, they would be ejected for disturbing the peace. In an internet forum environment it is surely the function of an administrator to eject the unruly (whether pro- or con- the current discussion), but to denigrate such action as an abuse of holier than thou free speech is in itself an abuse.
