"North Korea should immediately stop all incursion activities," the Defense Ministry said in a statement issued late on Sunday. "These activities are in violation of the armistice agreement. "We issue a warning that we are not going to sit idly by in the face of these intrusion activities," it said. The two Koreas remain technically at war. Their 1950-53 conflict ended with a cease-fire, not a peace agreement. The statement said it believed an unidentified corpse found on Sunday on a beach in South Korea's eastern city of Donghae was a North Korean spy. An underwater propulsion device capable of carrying up to five people indicated more intruders might be in the area, the statement said. "We are now searching by land and sea for possible additional intruders," it said. Military units along the east coast have been placed on the highest alert. The man was believed to have been dead for less than 24 hours when his body was found, the statement said. A civilian spotted the body and reported it to the police at 0920 local time (0020 GMT) on Sunday. The statement gave no cause of death, but speculated the man died from a heart attack brought on by surfacing too quickly. The Defense Ministry earlier said the body was wearing a wet suit and goggles, with a lightweight, sandy-colored zippered jacket underneath, the statement said. An oxygen tank found with the body still contained oxygen, the ministry said. Also found with the body were a Czech-made machine gun, a grenade, a knife, primitive transmission equipment and a camera that could be used under water, it said. The armed incursion was the second in as many months. In June, a North Korean submarine was found partially submerged about 11 miles (18 km) from the east coast town of Sokcho -- about 100 km (60 miles) north of Donghae -- after it became entangled in fishing nets. Nine bullet-riddled bodies were discovered in the 70-ton "Yugo-class" submarine after it was towed to a South Korean naval base at Donghae. It appeared the submarine commander and three commandos shot dead the five crew members of the sub, before turning their guns on themselves. Later, South Korea repatriated the nine bodies to North Koreans. The head of South Korea's National Security Planning agency last week said he expected the North to engage in "espionage and terrorism activities against the South" ahead of North Korean leader Kim Jong-il's expected accession to the presidency in September.
