i.e, if I sell now? I've held ASND for 14 months and would like to sell now.

It was effective after May 20 of last year, I believe. If you sell now, you are subjected to "new" taxes...

It is my understanding that the new holding period begins for sales after January 1st, 1998. But please check with a professional advisor. Your broker should know, and if he/she does not know, think about their ability to advise.

Now as to whether I'd sell, I would consider the following quote from Joe Bellace at Merrill Lynch's July 1, 1998 report:

After four consecutive quarters of a year-to-year decline in quarterly EPS at Ascend (ASND, $49 9/16, C-2-2-9), we are forecasting EPS growth of 50% in the September 1998 quarter.

We are up 8% since this report.

Comments like this make me continue to say that the second half of 1998 is where the fun in ASND is going to be. Albeit, that the comparison quarter here is the imfamous one that took ASND down in the first place. A 50% gain is nothing to ignore.
