Microsoft's business IS doing just that. Not every company is doing that, only those who've caught up to Microsoft's patented FUD and have been disadvantage by this 'Hey customer, we're implementing company's X product/technology, and if you wait a little, we're adding a bunch of other innovations.'
It's not a common busniess practice, and if it is becoming to be, it's becuase of Microsoft.
I have to say, Bill Gates beats all psychologists combined in his psychomanaging of the masses. Techonology wise, it is a different story.

It is a common business practice. It is the most used business practice in the computer industry: Announce new product with new features (and ones that compete with your competitors) before the product is available. Sun, IBM, Apple, Novell - all do it.
