Xeon based servers at around 2X the performance of Pentium Pro based ones

Server related tpm is about twice as fast as with a Pentium Pro system with the same number of processors. However, the Pentium Pro systems that the benchmarks are compared to run at 200 Mhz, while the Xeon processors run at 400 Mhz. If the Xeons were clocked at 200 Mhz, how much faster than Pentium Pro do you think they would be?
