IMO, the keyword for this company is that they offer "hybrid services." Hybrid service is the commingling of voice and data in the same pipe. According to the April 10 FCC document, hybrid services are informational/enhanced services and NOT telecommunications. In other words, hybrid service providers can get the same free ride as ISPs. Comprende? In telecom speake , enhanced services (ex=ISP's) pay NO local access fees and do NOT contribute to the Universal Service Fund. Thus, companies which commingle all the various types of body fluids (voice, data, etc.) into one pipe will reap some interesting arbitrage opportunities. Leeza Rodriguez
