Tom,

Makes sense and I like also like it. Small firms employ the majority of the labor force, are usually critical to a local area, and can be turned to profitability easier than large firms.

I can see how this has backfired with the locals going after this 'privatizing thing' with zeal. Try to satisfy the higher-ups because there's that government downsizing hanging over their heads. Then again, maybe someone's family would like to get in on a good local business cheap?

One thing I like is that it shows they are ready to adapt to changes unlike in the past when a policy was laid down and not changed no matter how wrong the results.
