No Jon, it doesn't help. I wouldn't even classify your post as sophistry because it makes absolutely no sense.

Let me step you through it:

1. Man is born in 1890. Computer records this as 890.

2. Man retires in 1955. Computer records this as 955. The computer knows it's time to send him a check because 955- 890 = 65 years of age.

3. January 2000 comes. Computer treats this date as 000. The computer fails to send a check because 000 - 890 = -890 years of age. Even if this invalid data did not crash the system, it would still fail to send a check.

Let me know if I can clarify anything.

This is just to give you an example of how things can go wrong. Whether or not the SS computers will make this exact error if not repaired I cannot say.

I thought that all the Y2K nonsense revolved around how old computer systems used TWO digit date fields,

Two digit date fields are the overwhelming majority of the problem, and it's the simplest way summarize the problem for other people. But in this case all three digits were needed from the beginning.
