Odd lot trades are generally done at a discount to the market.

Trades such as this are generally done by the firms to arrange/balance share positions. This 200 share trade at $0.04 (from Midland to Dominion) was probably done to balance their respective house positions. The value of this trade is $8.00, not likely to be a retail investor who would have to pay $50-80 in commission.
