'The disasters we face will be without an epicenter. That is,
unlike floods, hurricanes, or forest fires -- which have a starting
point and a trajectory-- Y2K breakdowns will be sporadic and
widespread, without any predictable pattern. This
unpredictability will make contingency and disaster-recovery
planning all the more difficult. And a hard reality of any
contingency planning must be the realization that no help will
be available form other jurisdictions. (Some states are even
planning to prohibit emergency personnel from leaving the
state in the first months of 2000 to help elsewhere.)
