Steve,
For option trading, calling the local Waterhouse branch is the preferred way since the saving is only 10%. I have had accounts at Chicago, NY city, Indianapolis, Albany and Cincinnati and the average wait time on the phone is about 10 -20 second. The wait would be longer before or around 9:30. The wait could be 30 sec - 1 minute half hour towards the close. Lunch time is about 30 sec wait. Other than that, they typically pick up the phone on the second to third ring.

Waterhouse reps are trained and known to be courteous. They even taught me a few rules about option trading. For those reps who are new and unfamiliar with all the rules, they will pass on to an experienced rep. All conversations are recorded so one can always refute certain trades if you think you are misunderstood.
