I can't speak to what Bell is doing in Canada, specifically. You have highlighted the fact that I must bone up on their strategy.

I was encouraged early on by some of the independents, like SASKTEL, who were at the forefront of delivering ADSL services very early in the game, and I understand that wireless candidate LMDS, called by another name in Canada, I believe LLDS <?> (someone fill in the blank, please), is on the burner in several of the provinces, including Bell's operating territories. These alternate methods of delivery should serve, at least in those local markets, as some form of bandwidth relief to those few Internet subscribers who lay in their paths.

Maybe someone else can add something here that speaks to high bandwidth delivery strategies in Bell Canada's serving areas?
