After speaking with friends who work at Intel>> Intel is offering to buy out (don't have details of offer) those people who are on the low rung of the review scale. Doesn't sound like a plan to get rid of their brightest... rather an easy out for under-performers. Otherwise it gets real challenging for them ;).
