I saw the exact display - with a DOWN ARROW indicating it was OFF $1 5/8 - but it occurred at 7:45 for me !

That occurred while the DOW was in transit from +50 to -5, and the NASDAQ was tumbling from +19 to +9.

It was an error, obviously.
