per Gore's blaming those nasty programmers (must have been idiots, eh Barbara?), I submit that it was probably done in response to a government MilSpec. The Feds using 2-digit date fields on census forms, etc., long before the techies were handed their homework assignments. Can anyone out there provide signposts that would verify this?
