Telcel of Venezuela Selects Lucent Technologies for cdmaOne Overlay of Its
Wireless Network

CARACAS, Venezuela--(BUSINESS WIRE)--July 15, 1998--Lucent Technologies
today announced it has received a contract -- valued at up to $100 million
- to upgrade the cellular network of Telcel, Venezuela's leading wireless
telecommunications service provider.

Telcel will upgrade its system from analog to digital, utilizing the
cdmaOne(R) digital wireless standard, a step that will expand the capacity
and customer features of its cellular network.

The initial phase of the modernization project is slated for Caracas, the
capital of Venezuela, where Lucent will install a mobile switching center
(MSC), using its flagship 5ESS(R) Switch and Autoplex(R) System 1000 Series
II cell cites, and will provide technical expertise and support services.

"We believe Lucent's advanced technology platform provides the innovation
we require to move into the next generation of services that our customers
demand," said Enrique Garcia V., president, Telcel's Operations Group. "As
competition intensifies with the coming deregulation of Venezuela's
telecommunications marketplace, innovation and reliability will determine
how successful we are in winning subscribers."

Mario Lizaso, president, Telcel's Corporate Group, stated, "Lucent
Technologies was one of two vendors to conduct CDMA trials with Telcel in
1996. The trials proved CDMA's technological advances and potential for
growth, combined with superb voice quality."

The new Lucent equipment incorporating the cdmaOne standard is based on
code division multiple access (CDMA), the newest commercially deployed
digital wireless technology based on an industry standard called IS-95.
This technology provides wireless carriers with greater call capacity than
analog and other digital systems and offers customers enhanced call quality
that is comparable to landline service. CDMA reduces the static and
cross-talk sometimes heard on analog systems and provides a "soft hand-off"
capability that makes call hand-offs between cell sites and mobile
switching centers (MSCs) virtually unnoticeable to customers.

"We are extremely pleased to have been selected as Telcel's technology
upplier in this important project," said Carlos Linares, vice president for
South America at Lucent Technologies. "We believe our system architecture
is a key selling point since the network we install today has all of the
necessary features to allow for smooth transitions to future innovations."

Telcel is a joint venture between BellSouth and Venezuelan-based Comtel.
Telcel holds 60 percent share of the cellular market in Venezuela, with
more than 350,000 subscribers in Caracas alone and over a million
throughout the nation. Operating on the A-Band license, the company began

Those are good points but I believe that you are mistaken about the transmission. From what I understand in TDMA applications you pulse the power to the PA. This turns the PA on and off and thus saves power. What this means to me is that until you come to your timeslot your PA is off and that is your most power hungry device in your phone by far. I guess what I mean is that I was misunderstood. I was not referring to voice activity (what determines the rate in CDMA) but instead to the fact that you do not have your time slot there all of the time and must pulse your transmission to coincide with your timeslot.
