Ms. Hayes [I don't want to be on a first name basis with this person ;-)] on CNBC just said that there is a feeling in the bond market that Russia's government may not be able to act appropriately on taxes, etc. to improve their economy and as a result the IMF activity may not be sufficient.

That appears to be the drag on our ROS today.

ROS retreating -1 on low volume. Should regain its upward momentum when IMF reforms are passed by Duma/Yeltsin.
