The people on the Tax thread are certain that this bill covers options held for 12 months as well. (However, if you exercise the options to buy the stock, rather than sell the options, the clock starts over.)

The political analysis I have seen is that Clinton is almost certain to not veto the bill collapsing the present two different long term capital gains holding periods into one 12 month period.

For one thing it is part of the IRS overhaul bill, which Clinton decided some time ago to join (after some input).

But beyond that, it is would only hurt him to oppose it in the current climate. (There are no big contemporaneous program cuts for liberals to complain about, etc.)
