They are doing both. Any time a brokerage house starts buying for their own accounts it is because they think that they can make money. They can do this by either trading with other houses or with their clients. The only way to know if they are merely placing orders for clients is to talk to them personally.
Merrill brokers can not push WT because they don't have an analyst on this stock, so all orders they place for clients is unsolicited.
I used to work for Merrill and still have many friends there. I heard that they were accumulating and so I did my DD and inquired with my contacts there. They confirmed this.
