I think they can be behind 16 months in filing MM can not I think fill out form 15c2-11 unless a firm has filled out form 211 first then a MM has to fill out form 211 that is working for that firm and then all other MM have to fill if not working with any firm can fill out form 15c2-11 ,a form 211 has to be filled first.
