[7/17 FCC Near Plan Letting Bells Build Data Networks, Paper Says]

Washington, July 17 (Bloomberg) -- The U.S. Federal
Communications Commission could recommend as early as today a
plan that would allow Baby Bell local phone companies to set up
data services subsidiaries that could build high-speed data
networks without having to sell their use to competitors, the New
York Times reported, citing unidentified officials. Such a
proposal, which would be the FCC's biggest move in favor of the
Bells since telecommunications laws were revamped in 1996, could
be issued by the full commission next month, though final rules
likely wouldn't be set until next year, the paper said. Under the
plan, the subsidiaries would have to deal with the parent company
the same way they would with completely independent competitors,
the paper said.

FCC Chairman William Kennard said yesterday he's considering
ways to let the Baby Bells build data networks without bypassing
restrictions preventing them from offering long-distance service
