Communiqu‚ Issued at End of Summit of Angolan, DRCongo, Namibian Presidents

1. At the invitation of HE Jose Eduardo dos Santos, president of the Republic of Angola, Their Excellencies Presidents Laurent Desire Kabila of the Democratic Republic of Congo and Sam Nujoma of the Republic of Namibia made a working and friendly visit to the Republic of Angola on 14th June 1998.

2. At a tripartite summit, the three heads of state expressed their concern over the current state of the Angolan peace process, which is characterized by the military reoccupation of various locations where government administration had been reinstated. They expressed their profound uneasiness about the number of people killed and displaced in the past few months, and the destruction of socioeconomic infrastructures.

3. The three heads of state appealed to Jonas Savimbi, the leader of the National Union for the Total Independence of Angola [UNITA], to cease all military activities; to cooperate towards the effective disarmament and demobilization of his forces; to cooperate seriously in the process of reinstating government administration throughout the country; and to resolve all outstanding issues of the Lusaka Protocol.

4. The three heads of state urged the UNITA leader unconditionally to reintegrate himself in the Angolan peace process, and unanimously blamed him for the current impasse in the implementation of the Lusaka Protocol.

5. In this context, they decided to take joint action aimed at deterring the UNITA leader from carrying out activities that endanger the security of the respective countries as well as peace and regional stability.

6. Finally [as heard] the three heads of state appealed to the international community to effectively and unreservedly apply all UN Security Council resolutions relating to the Angolan peace process.

7. Their Excellencies Presidents Laurent Desire Kabila and Sam Nujoma congratulated Jose Eduardo dos Santos, their Angolan counterpart, for his resolve, selflessness, wisdom and spirit of tolerance with which he has been implementing the Angolan peace process, and encouraged him to continue with efforts aimed at searching for peaceful solutions to the Angolan dispute.

8. The heads of state express the belief that only dialogue can bring peace coveted by all Angolan because war only causes the loss of innocent human lives and the destruction of infrastructures needed for the development of Angola.

9. Finally, the heads of state reviewed economic cooperation among their countries and decided to renew efforts aimed at consolidating it through bilateral action and within the framework of regional institutions.

Defense Minister says Military Situation "Serious"

Angolan Defense Minister Pedro Sebastiao says the country's military situation is serious, adding that UNITA's [National Union for the Total Independence of Angola] military activities are similar to those reported in 1992.

[Sebastiao - recording] The situation tends to deteriorate even further. We are going to see a kind of re-edition of what happened after the 1992 elections. It is well known that several positions, settlements, communal areas and even districts have been taken in various parts of the country. We cannot be indifferent to this situation. So, the situation is in fact serious. [End of recording]

General Pedro Sebastiao added that the governments of Namibia and of the Democratic Republic of Congo said today that they were worried about UNITA's destabilizing activities on the border areas.

[Sebastiao - recording] I am talking about the southern border in the Cuando Cubango region, the northern border in Lunda Norte Province. This could lead to the destabilization of neighboring countries. Obviously, Namibia and the Democratic Republic of Congo are in a way worried how the situation is developing.

Official Briefs Parliament on "Tense" Military Situation

Faustino Muteka, head of the government's delegation to the Joint Commission, today told parliament that the country's current political and military situation is very tense. He said UNITA [National Union for the Total Independence of Angola] continues to violate the Lusaka Protocol and create an atmosphere of insecurity by launching armed attacks, occupying various locations and rendering unviable the activities of UN Observer Mission in Angola personnel. Minister Muteka stressed that the situation began to deteriorate in March 1998, and so far UNITA had occupied 55 communal areas and districts, displacing more than 150,000 people.

Meanwhile, Angolan MPs urged government to take urgent and firm action with a view to halting armed violence reported in just about every corner of the country as a result of activities carried out by Jonas Savimbi's men.

Military Situation in Bie Province Reportedly Worsens

The number of displaced people in Bie Province is increasing daily as a result of insecurity caused by UNITA [National Union for the Total Independence of Angola] in various areas. The Ministry of Assistance and Social Reintegration has recorded 8,000 displaced people. Bie correspondent Fernando Daniel Luis has the details:

[Luis] The Ministry of Assistance and Social Reintegration has recorded about 8,000 displaced people, in addition to the 7,282 displaced people from the Andulo, Nharea and Cuemba provinces. Isabel Afonso, the head of the local Assistance and Social Reintegration department, said the 8,000 or so displaced people fled from Tambue [phonetic], Chicala, Muia and Mutumbu communal areas of Cuito, Catabola and Camacupa districts. Isabel Afonso said that in view of the situation, her department has contacted relief agencies with a view to securing aid for the affected people.

The Bie provincial government issued a communiqu‚ today, stating that the political and military situation worsened in the past 24 hours, with UNITA forces involved in intense movements in the eastern and southern regions of the province.
