Rubin says up to Russia to implement reforms Friday July 17, 2:57 pm Eastern Time NAIROBI, July 17 (Reuters) - U.S. Treasury Secretary Robert Rubin, on a five-nation tour of Africa, said on Friday it was up to Russia to implement appropriate reforms to ensure important international financial support. ''It is now up to Russians to make sure appropriate reforms are put in place, either legislatively or by decree,'' he said in an interview with Reuters Television. Russian Prime Minister Sergei Kiriyenko on Friday told the State Duma (lower house of parliament) that it had gutted the government's anti-crisis plan by approving measures raising only a third of targeted revenues. Rubin said financial support for Russia would only be effective if the appropriate reforms were in place.''To the extent the Duma has not acted legislatively, that would mean he (President Boris Yeltsin) would have to act by decree,'' he said. ''It is enormously important that an effective support plan should be put in place for Russia, but for that to be effective, it has to be accompanied by appropriate reforms.'' Russia has agreed $22.6 billion in new credits from the International Monetary Fund, World Bank and Japan that are partly linked to the anti-crisis plan.
