25 wafers is in the neighborhood of 5000 finished parts. They're cheap because the foundry runs 30,000 or more wafers every month, so capital costs are amortized just as well as they are for merchant houses.

The costs of advanced masks are a major threat to the economics of short run parts like ASICs, much more than for larger run parts.
