The ability to exercise and hold means that the plan is convertible.

I don't know much about Dell's plan but I have not seen too many convertible plans since the late 80's, I think there was a tax law change which made non-convertible plans more attractive but I don't know the details.

Maybe the Dell employees were granted these convertible options prior to the rule change and are only now getting around to exercising them (there is typically a 10 year period after which the employee must exercise the grant).
